Yes in most unincorporated Hill Country counties — STR rules vary by jurisdiction but Kendall, Bandera, Kerr, and Gillespie counties have established STR-friendly park-model communities. Inside San Antonio city limits, STR permits are required and have city-specific occupancy rules.
